You charge the advertisers as you deem fit.
As a publisher, you charge either as pay-per-click (ppc) or pay for time frame at week or month intervals.
Sell banner ads space and text ads space.
You must have a website / web hosting capable of running php or asp code.
Payments are through paypal after 30 days after the ad period expires.
