Blog Hints seems to be a good directory for blogs exclusively.
There are quite a lot of categories to submit to. But I still feel, there are can be some more. A category suggestion facility would be a good idea.
The approval time is just a few hours. I submitted 4 blogs in the morning around 7.30 AM and three were approved by 9.00 AM.
One blog was rejected and I resubmitted it.
Above all, it is free folks.
